Welcome to the Iraqi Federal Civic Charter, an entity dedicated to building a modern, stable, and just federal civil Iraq, where the rule of law, justice, and transparency form the foundation, and every Iraqi citizen is at the heart of every action and decision.
We believe that a better future begins with national responsibility and active participation from every individual, and that the strength of society lies in its unity and peaceful coexistence, free from sectarianism and violence, with a firm commitment to developing strong institutions and a diversified economy that ensures prosperity for all Iraqis.
Our mission is to empower Iraqi citizens and strengthen a modern federal civil state based on the rule of law, justice, equality, transparency, and accountability across all state institutions.
To build a stable federal civil Iraq within 5–10 years, based on transparency, rule of law, equality of opportunity, and the improvement of citizens’ economic, social, and political well-being.
A message from President Gunaid Ahmed Alani reaffirming the Iraqi Federal Civic Charter’s commitment to justice, equality, peaceful coexistence, and building a strong, prosperous civil state, while calling on citizens to actively participate in shaping Iraq’s future.
The Charter announces the opening of an urgent legal case to demand that the relevant authorities reinstate and reactivate the voting mechanisms for Iraqis living abroad. This initiative represents a constitutional and national duty to restore a fundamental right that has been unjustly denied to millions of Iraqis.
The Charter will form an Internal Committee for Expatriate Representation tasked with the following responsibilities:
Collecting legal evidence and testimonies proving the deprivation of voting rights for citizens residing abroad.
Filing legal appeals and petitions before national courts and international bodies concerned with elections and human rights.
Coordinating directly with Iraqi embassies and consulates to ensure secure and transparent voting procedures in host countries.
Launching public and digital campaigns to mobilize Iraqis in the diaspora to defend their constitutional right to vote and to participate in shaping their nation’s future.
The Charter places this cause at the top of its national priorities, calling on all Iraqis abroad who have been denied their right to join us, share their information and testimonies, and unite efforts to reclaim this right for every Iraqi citizen without exception.
The Charter affirms its unwavering stance: it stands with every Iraqi, in every place around the world, defending their voice, their rights, and their dignity—wherever they may be.
